  (联合早报网讯)据中央社报道 美国国防部19日发表中国军力报告指出,大陆对台湾部署的短程移动式弹道导弹约在650枚至730枚之间,并以每年约100枚的速度增加中。

  美国国防部在下午发布的中国年度军力报告中指出,中国持续在台湾正对面军事区域部署最新进的武器系统,在短程弹道导弹(SRBM)方面,它部署的是移动式的CSS-6和CSS-7型,这些导弹中型号较新的,在射程和准确度方面都有所提高。

  这项年度报告指出,1990年代中期以来,中华人民共和国解放军应中央领导阶层的要求加速现代化,发展因应台湾各种可能情况的军事选项。短期内,中国似将重点放在防止台湾独立,或者试图迫使台湾依照北京的条件进行谈判。中国的第二类目标是建立防止包括美军在内的第三方介入台海危机的能力。

  报告也指出,中国正面临战略的十字路口,在中国的实力和影响力,特别是军事力量都在成长之际,中国领导人会如何做出基本的选择,仍是疑问。

  美国国防部19日公布《中国军力报告》,称中国在研制远程导弹、生产高性能飞机及军舰方面取得了长足的进展。

  美国防部在报告中称,在“接下来的几年里”,中国将部署“东风-31”型可移动式战略导弹、固体燃料洲际弹道导弹、JL-2型潜射弹道导弹等先进战略武器。中国人民解放军的建设重点将放在保卫边疆及海域,并对台湾进行威慑


  以下是《中国军力报告》有关中国陆海空三军及导弹实力的具体情况:

  弹道导弹:

  在台湾对岸,中国军方共部署了约650枚至730枚CSS-6及CSS-7型短程导弹。中国导弹的数量每年将增加约100枚,其射程及精度也会大幅提高。中国军方还加快对远程战略导弹的现代化更新,包括移动式“东风-31”型导弹及JL-2型导弹等。

  空军:

  中国空军拥有700架不需要加油即可对台作战的飞机,但许多战机现在已经老旧过时。目前,中国正从俄罗斯引进先进战斗机,包括Su-30MKK型及Su-Mk2型战斗机等。根据与俄方签定的协议,中国目前正在自主生产Su-27SK及F-11两种新型战斗机。

  中国空军正通过国外引进、国内研发的方式获取高精度空战武器,如巡航导弹、空对空、空对地等先进导弹。

  海军:

  中国海军拥有64艘主力军舰,55艘攻击潜艇,40艘中型及重型两栖登陆艇、50架导弹巡逻机。中国三分之二的军舰部署在东海及南海舰队。

  中国海军还在东海舰队部署了两艘“现代”级导弹驱逐舰,另外两艘还在洽购之中。这些驱逐舰全都部署有先进的反舰巡航导弹及防空系统。中国海军的“宋”级柴油动力潜艇已经演化出系列型号。2004年,中国新型“元”级柴动力潜航正式投入使用。今年,新型093核攻击潜艇也将正式服役。

  目前,中国正在从俄罗斯洽购8架“基诺”级柴电潜艇,该型潜艇部署进的SS-N-27型反舰巡航导弹及有线制导鱼雷。

  陆军:

  在台湾正对岸的三个军区内,中国共部署了37.5万名兵力。这些部署目前已经配备了两栖装甲车及坦克等武器。中国目前正在裁撤军队,截止到今年底,裁撤员额将达到20万人。中国陆军人数也将减少到230万人。

  中国2004年发表的国防白皮书称,一旦发生战争,中国可以动员约1000万人后备部队。

  2004年,中国又从俄罗斯进口了大量新型M1-17及M1-171型直升机,同时还在研制自己的国产Z-10直升机,该型直升机有望于2014年正式服役。(北斗)

China build-up includes missiles, jets, warships

WASHINGTON, July 19 (Reuters) - China not only is massing forces facing Taiwan, but developing new long-range missiles and acquiring an arsenal of sophisticated jets and warships in an ambitious arms build-up, the United States said on Tuesday.

Over the "next several years", Beijing will deploy a DF-31 road-mobile, solid-fuel intercontinental ballistic missile and a JL-2 submarine-launched ballistic missile, the Pentagon said in an annual report to Congress on Chinese military power.

The current military focus by the People's Liberation Army stresses protecting Chinese borders and waters and intimidating Taiwan, according to the 44-page report, which lists a broad range of new armaments from fighter jets to submarines.

Here is a breakdown of some of weapons listed and a look at efforts by Beijing's huge PLA ground forces to slim down and mobilize:

Ballistic missiles:

About 650-730 mobile CSS-6 and CSS-7 short-range missiles in coastal garrisons opposite Taiwan. Deployment is increasing by about 100 missiles a year, including improved range and accuracy in newer versions.

The military is also modernizing its longer-range missile fleet with newer, more survivable versions including the mobile DF-31 and JL-2.

Air Power:

More than 700 aircraft within un-refueled operational range of Taiwan. Many are outdated, but Beijing continues acquiring sleek fighters from Russia, including the Su-30MKK multi-role and Su-Mk2 maritime strike aircraft.

New jet acquisitions are augmenting previous deliveries of Su-27 fighters and China is building its own version of the Su-27SK, the F-11, under agreement with Moscow.

Improvements to older FB-7 fighters will give them nighttime maritime strike capability and China has programs underway to deploy new protective electronic jammers on bombers, transports, tactical aircraft and unmanned spy planes.

The PLA is also acquiring from abroad, or developing at home, advanced precision strike weapons such as cruise missiles and air-to-air, air-to-surface and radar-destroying munitions.

Naval Power:

Includes 64 major surface warships, 55 attack submarines, 40 medium and heavy amphibious lift vessels and about 50 coastal missile patrol craft. Two-thirds of the fleet is located in the East and South Sea fleets.

China has deployed two new Russian-made Sovremennyy class guided-missile destroyers in the East Sea Fleet and an additional two are under contract. All are fitted with advanced anti-ship cruise missiles and air defense systems.

China's Song class diesel electric submarine has entered serial production. Last year, China launched a new diesel submarine, the Yuan class, and it is expected to field its next-generation nuclear attack submarine, the Type 093. this year.

Beijing is also acquiring eight additional Kilo class diesel electric submarines from Russia in addition to four previously-purchased boats. The new subs will include advanced SS-N-27 anti-ship cruise missiles and and wire-guided and wake-seeking torpedoes.

Ground Forces:

China has 375,000 troops deployed to three military regions opposite Taiwan and has been upgrading those units with amphibious armor and military vehicles, including tanks.

The PLA is expected to complete another round of downsizing -- slashing 200,000 troops by the end of this year -- to bring the size of the PLA to about 2.3 million, according to official statistics. But the pentagon said paramilitary, police and reserves boost that figure to 3.2 million.

China's 2004 Defense White Paper noted that China can also draw upon more than 10 million organized militia members.

The Army acquired additional M1-17/171 medium-lift helicopters from Russia last year and is developing its own attack helicopter, the Z-10, which could enter service in 2014.

WASHINGTON (AP) -- China cannot be certain that its military, while steadily strengthening, is capable of conquering Taiwan, the Pentagon said Tuesday in a new report on Chinese military power and strategy.

Over the longer term, however, an increasingly modernizing Chinese military could pose a threat to U.S. and other forces in the Asia-Pacific region, it said.

\"Some of China\'s military planners are surveying the strategic landscape beyond Taiwan,\" the report said.

Among a number of such developments, it noted improvements in Chinese intercontinental-range missiles \"capable of striking targets across the globe, including the United States.\"

Air and naval force improvements also appear to be geared for operations beyond the geography around Taiwan, an island less than 160 kilometers (100 miles) off the Chinese coast, it added.

Fueled by a booming economy and foreign arms purchases, China\'s military is developing new capabilities in line with Beijing\'s strategy of deterring Taiwan from declaring its independence and countering a potential U.S. military intervention, according to the 45-page report, an annual assessment required by Congress.

The short-term focus of China\'s military was to prepare for potential conflict in the Taiwan Strait, the report said.

China claims Taiwan as part of its territory and has threatened to invade if the self-governing island declares formal independence or resists Beijing\'s insistence on negotiating reunification. The United States, Taiwan\'s main arms supplier, has cautioned both countries not to force a change in the status quo.

Kurt Campbell, a senior Asia specialist at the Pentagon during the Clinton administration, said in an interview that the report was \"slightly more alarmist\" than previous Pentagon assessments of China\'s military.

He noted that the report focused on a number of new Chinese capabilities, including a naval buildup.

U.S. Defense Secretary Donald H. Rumsfeld said Tuesday, before the report was released, that it would illustrate why a European arms embargo against the Chinese should be kept in place.

Some members of the European Union, including France, have sought to end the embargo, which was imposed after the Chinese military crushed student protests in Tiananmen Square in 1989.

It \"clearly points up the reason that the president and the United States government have been urging the EU to not lift the arms embargo on the People\'s Republic of China,\" Rumsfeld told reporters at the Pentagon.

At the White House, President George W. Bush said at a joint news conference with Australian Prime Minister John Howard that the United States had a relationship with China that was \"very important and very vibrant. It\'s a good relationship, but it\'s a complex relationship.\"

Bush said the United States and Australia \"can work together to reinforce the need for China to accept certain values as universal: the value of minority rights, the value of freedom for people to speak, the value of freedom of religion -- the same values we share.\"

The House, while debating a State Department bill Tuesday, accepted without dissent an amendment to approve sanctions to deter foreign companies and nations, particularly in Europe, from selling arms to China.

The House defeated a similar bill last week, but changes were made to reassure American defense contractors that they would not be subject to penalties unless they knowingly should transfer technologies that could potentially have military applications.

The new assessment of China\'s military said reasons existed to believe that China would not take military action against Taiwan.

\"It does not yet possess the military capability to accomplish with confidence its political objectives on the island, particularly when confronted with outside intervention,\" it said.

Chinese leaders also believed that attacking Taiwan would severely retard China\'s economic development and lead to instability on the mainland.

Rumsfeld said China was at a strategic crossroad.

\"As I see it, China is on a path where they are determined to increase their economy, the opportunities for their people, and to enter the world community,\" Rumsfeld said.

He said the Chinese had been doing \"a number of things to leave the world with the impression that they are a good place for investment.\"

China needed to be more open, politically as well as economically, Rumsfeld said, in order to be seen internationally as a more welcome partner.

\"To the extent the political system does not (open up), it will inhibit the growth of their economy and ultimately the growth of their military capabilities,\" he said.

今年这份报告之所以受关注,主要是因为其一拖再拖,美国国防部内部对于这份报告有较大分歧。个人感觉这份报告比较温和,似乎是妥协的结果。

1.随着经济迅速增长和对外军购,中国军事现代化加快,台海军事平衡好像正向北京方面移动。
2.中国军事战略的短期目标是防止潜在的台湾独立,并迫使台湾回到谈判桌前。
3.中国对于武力征服台湾尚没有足够的自信和把握。
